What the Investor Pass is — and why it matters
Since Ley 6984/2022 abolished the old deposit-based shortcut, the standard path to Paraguayan permanent residency has required two years on a temporary card first. The Investor Pass, presented by the Ministry of Industry and Commerce (MIC) and the Dirección Nacional de Migraciones in April 2026 under Resolución 0283/2026, reopens a direct door: qualifying investors receive permanent residency — the ten-year status — without the temporary stage.
The mechanism runs on one document: the Constancia de Inversionista Extranjero (CIE). The MIC verifies that your investment meets the program requirements — amount, modality, lawful origin of funds — and issues the CIE. With it, you apply for permanent residency directly before the DNM. Without it, there is no direct route: the CIE is the key, not the money itself.
Two features distinguish this from most golden-visa programs. First, most of the CIE process is handled electronically — physical presence is needed essentially for biometrics and the cédula. Second, becoming a Paraguayan resident cuts the dividend withholding on local company distributions from 15% to 8%, a built-in return improvement for anyone whose investment produces Paraguayan dividends.

Every modality requires documented lawful origin of funds. Thresholds are set by resolution and can be adjusted; verify current amounts with the MIC before committing capital.
The real estate trap to avoid
A house for you and your family does not qualify. The real estate modality explicitly requires property tied to economic activity — a rented apartment, a commercial unit, a building generating income. If a promoter is selling you "residency with your dream home in Paraguay", they are misrepresenting the program. Buy the income property for the CIE; buy your home separately if you want one.
From capital to cédula, step by step

Choose the modality and prepare evidence of funds
Bank statements, sale contracts, corporate accounts — whatever documents the lawful origin of the exact capital you will commit. This is the part that sinks weak files, so over-document rather than under-document.

Execute or commit the investment through verified channels
Productive route: file the project through SUACE with its business plan. Financial route: purchase BVPASA-listed instruments through a licensed broker. Real estate: sign and register the purchase (from ~30% paid with contractual commitment for the rest). Tourism: certified project with technical plan.

Request the CIE from the MIC
The Ministry verifies the investment against the program requirements and issues the Constancia de Inversionista Extranjero. The process is largely electronic; the fastest reported turnarounds are around ten days, though complex files take longer.

File for permanent residency at the DNM
With the CIE in hand, you submit the permanent residency application with the standard personal file (apostilled birth certificate, criminal records, local clearances) and pay the arancel — Gs. 2,926,925 under the tariff in force since July 2026.

Biometrics, approval and the 10-year cédula
You travel to Paraguay for biometrics and cédula issuance at Identificaciones. From approval, your three-year clock toward citizenship eligibility is already running — a meaningful head start over the standard route.

Who should actually use this program
The Investor Pass makes sense in three scenarios. First, investors who already wanted Paraguayan assets — farmland-adjacent businesses, rental property in Asunción, local dividend-paying companies — for whom the residency is a bonus on top of a deal they would do anyway. Second, families who need permanent status fast, for banking, schooling or estate-planning reasons, and for whom two years of temporary status is a real cost. Third, founders using the US$ 70,000 SUACE route to build an operating company, where the capital is working capital, not a fee.
It makes less sense if the investment would be forced. US$ 200,000 parked in an unfamiliar market to save two years of waiting is rarely rational when the standard route costs under US$ 1,500 in government fees.
