How residency in Paraguay works in 2026
Paraguay replaced its old migration law (Ley 978/96) with Ley 6984/2022, and that change matters more than most outdated guides admit. Under the old law you could jump straight to permanent residency with a small bank deposit. That option is gone. Today, almost everyone starts with a two-year Residencia Temporal and converts to Residencia Permanente afterwards — unless they qualify for an investor fast-track.
The law defines three admission categories. Residencia Espontánea u Ocasional covers short stays of up to 90 days for occasional lawful activities. Residencia Temporal is the standard entry point: it authorizes you to live, work and study in Paraguay for up to two years and is a legal prerequisite for permanent status. Residencia Permanente is the long-term status, with a cédula valid for ten years.
What makes Paraguay unusual among residency destinations is what it does not ask for. There is no fixed minimum income, no bank deposit requirement, no property purchase, and no language exam at the residency stage. You declare your profession or economic activity in a sworn statement before the Dirección Nacional de Migraciones (DNM). That accessibility — combined with a territorial tax system that generally does not tax foreign-source income — is why Paraguay granted more than 40,000 residency permits last year, with official projections of around 80,000 for 2026.
The honest caveat before you continue
Paraguay is not a magic shortcut. The bureaucracy is real: apostilles must be done in your home country before you travel, translations must be done by sworn translators in Paraguay, and processing queues at Migraciones and Identificaciones can stretch timelines. If someone promises you permanent residency in one visit with no investment, they are describing the pre-2022 law. Plan for at least one trip of several business days, and a two-year temporary stage on the standard route.

Document checklist for temporary residency
These are the core requirements published by the DNM for the standard Residencia Temporal file. Everything issued abroad must be apostilled (or consular-legalized) in the issuing country and then translated into Spanish by a sworn translator registered in Paraguay.
Valid passport
Original plus authenticated copy. Bring a passport with comfortable remaining validity — six months or more is the safe standard.
Proof of entry to Paraguay
Your entry stamp or migratory movement record. You apply from inside the country; there is no consulate filing on the standard route.
Birth certificate (apostilled)
Issued by your home authority, apostilled under the Hague Convention (or legalized via the Paraguayan consulate if your country is not a member).
Criminal record certificate (apostilled)
From your country of origin — and from any country where you lived during recent years, at national or federal level. Required from age 14.
Civil status certificate
Marriage, divorce or widowhood certificate where applicable, also apostilled and translated.
Interpol certificate (obtained in Paraguay)
Issued locally in Asunción after arrival — roughly a US$ 12 fee and a short appointment.
Paraguayan police clearance
The Certificado de Antecedentes para Extranjeros from the National Police IT Department, also obtained locally (~US$ 20).

The process, step by step
A realistic sequence for the standard route, from preparation at home to holding your cédula.

Prepare documents in your home country
Order your birth certificate, criminal record and civil status certificates, and get every one of them apostilled before you fly. This is the single most common point of failure — nothing issued abroad can be fixed from Asunción without couriers and delays.

Enter Paraguay and legalize locally
Most Western nationalities enter visa-free for 90 days. Once in Asunción you obtain the Interpol certificate and the police clearance for foreigners, and have your foreign documents translated by a sworn translator.

File at the DNM and pay the arancel
Submit the complete file at the Dirección Nacional de Migraciones and pay the temporary residency fee (Gs. 2,926,925 in cash under the tariff in force since July 2026; slightly more by card). While the application is processed you hold "residente precario" status, which lets you leave, re-enter, study and work.

Receive the residency card and apply for your cédula
Approval typically lands within roughly two to six months depending on caseload. With the residency carnet you apply for the Paraguayan cédula at the Identificaciones department of the National Police — your everyday ID for banking, contracts and travel within MERCOSUR.

The RUC is your taxpayer number with the DNIT. You will need it to invoice locally, to build the substance behind tax residency, and — under the 2026 solvency rules — for the conversion to permanent residency later. Registering early avoids a scramble in month 21.

Your nationality can double or triple the document costs
The ranges above assume your country is part of the Apostille Convention and has straightforward document issuance. If your country has no embassy or consulate in Paraguay, or is not an apostille member, every certificate may need consular legalization through a third country — extra couriers, intermediary fees and weeks of added lead time. In practice this can push the document-related budget to two or three times the standard figures, so applicants from those countries should budget conservatively and start paperwork earlier.
Who Paraguay residency is (and is not) for
Paraguay works well for people whose income is already location-independent: remote employees and freelancers billing foreign clients, retirees with pensions, entrepreneurs running online businesses, and investors who want a low-cost second residency with a real path to citizenship. The combination of no minimum income, no mandatory day-count for immigration purposes at the temporary stage, and territorial taxation is genuinely rare.
It is a poor fit if you need a strong local job market, if your plans depend on world-class public healthcare or schooling, or if you expect European infrastructure. Local salaries are low, and quality private services are concentrated in Asunción.
