Paraguay Permanent Residency: Conversion Rules and Investor Routes (2026)
The 10-year card that unlocks long absences, easier banking and the citizenship clock. How to convert from temporary residency in the months 21–24 window, the 12-month absence rule that disqualifies files, and the new Investor Pass that skips the wait entirely.

Why permanent residency is the status that actually matters
Temporary residency gets you into Paraguay; permanent residency is what most people are actually here for. The Residencia Permanente card is valid for ten years, removes the tight absence constraints of the temporary stage, makes bank onboarding noticeably smoother, and starts the three-year clock toward citizenship eligibility under Article 148 of the Constitution.
Under Ley 6984/2022 there are two doors. The first is conversion: you hold temporary residency for two years and file a change of category near the end of that period. The second is direct access for qualifying profiles — investors through SUACE or the 2026 Investor Pass, and immediate family members of Paraguayan citizens. Since the 2022 reform, there is no standard way to obtain permanent residency directly from abroad without investment.
The conversion itself is not automatic. It is a distinct application with its own conditions, and files fail for predictable reasons: missing the filing window, breaching the absence rule, or arriving at month 21 without a RUC and proof of economic solvency. Each of those is avoidable if you plan from day one of your temporary stage.
The four conditions for converting from temporary residency
To convert, all four of these must hold at the moment of filing before the Dirección Nacional de Migraciones:
- An active temporary residency: the change of category is filed while your Carnet de Radicación Temporaria is still valid — the window opens three months before expiry (from month 21 on a standard two-year card). A short grace period after expiry exists, but it carries a fine.
- The absence rule respected: you must not have been absent from Paraguay for more than 12 consecutive months since your temporary card was issued. It is a consecutive-absence cap — there is no minimum number of days you must spend in the country.
- Proof of economic solvency: under the DNM criteria updated in 2026 (Resolución DNM Nº 407/2026), you document how you sustain yourself — salaried work, independent activity with a RUC, pension, or investment income. An active RUC (taxpayer registration with the DNIT) is the practical backbone of most files.
- Fresh clearances: locally issued documents such as the Interpol certificate and police clearance must be current at filing (issued within their validity window), while unchanged civil documents from your original file generally carry over.
The mistake that costs people two extra years
If you let your temporary card expire without filing the conversion (beyond the short grace period), you do not get an extension — you start a new two-year temporary residency from zero. Put the month-21 date in your calendar the day your temporary card is issued, and start refreshing local clearances around month 20.
The conversion process, step by step

Month 18–20: audit your file
Confirm your passport validity, check whether any civil status changed (marriage, divorce — those need new apostilled documents from abroad), verify your RUC is active with filings up to date, and gather evidence for your solvency category.

Month 20–21: refresh local clearances
Obtain a current Interpol certificate and the National Police clearance for foreigners. These are quick, inexpensive local procedures in Asunción, but they have validity windows — do not order them too early.

Month 21–24: file the change of category at the DNM
Submit the conversion file and pay the permanent residency arancel — Gs. 2,926,925 in cash under the tariff in force since July 2026 (25 jornales; Resolución DNM 478/2026), plus the Certificado de Radicación fee. The officer reviews the file and refreshes biometrics if needed.

Approval: collect the permanent carnet
Processing times vary with caseload; plan for weeks to a few months. Approval grants the Residencia Permanente valid for ten years.

Final step: the 10-year cédula
File at the Identificaciones department for your new cédula matching the permanent status. Budget roughly US$ 250–330 in fees and expect a queue — the cédula backlog is a known bottleneck in 2026.
Skipping the wait: SUACE and the 2026 Investor Pass
In April 2026 the Ministry of Industry and Commerce and the DNM launched the Paraguay Investor Pass (Resolución 0283/2026). Its core document is the Constancia de Inversionista Extranjero (CIE): once the MIC verifies your qualifying investment, the CIE lets you apply for permanent residency directly — no two-year temporary stage. Together with the pre-existing SUACE route, these are the investment thresholds:

Physical presence is required only for biometrics and cédula issuance; the rest of the CIE process is handled largely electronically. Lawful origin of funds must be documented in every modality.
What changes once you are a permanent resident
Maintenance becomes light. The criterion applied in practice is that permanent residents should not remain outside Paraguay indefinitely — visiting at least once every three years is the commonly cited guideline. Be aware that this is administrative practice rather than a fixed statutory rule, and migration requirements in Paraguay are updated constantly (the solvency criteria and tariff scale both changed in 2026 alone); always confirm the current maintenance criteria with the DNM or a local professional. Beyond that, banking conversations change tone with a 10-year cédula on the table, and you gain full flexibility to work, operate businesses and hold assets.
The citizenship clock also starts. After three years of effective permanent residency you become eligible to apply for naturalization, which adds its own requirements: clean records, basic Spanish or Guaraní, demonstrated ties to the country, and a judicial process that takes additional time in practice. Paraguay is pragmatic, but citizenship is not a rubber stamp — plan for real presence if a passport is your end goal.
